一个人如何界定他的身份呢？根据联合国的儿童权利公约，每个人自出生开始就有享有身份权利。通常身份包含一个人的姓名、出生日期、国籍所组成。这些纪录通常以身分证件、出生证明、护照等形式保存纪录。

但是，这些身份识别的资讯仰赖中央机构发行并验证，如果没有有效的身分证明，将无法保障财产、进行投票或享受政府所提供的一切福利政策，更无法开立银行帐户，甚至无法顺利找到全职工作。

据联合国统计，全世界有近11 亿的人因为无家可归、战乱或其他原因导致无法主张自己身份的所有权。

仅仅将身份证明数字化是不够的，数字身份需要透过特定的属性发挥其应用上的潜力，并扩大对社会的影响。所以ID2020这项计画，建构了一个框架，结合区块链与数字身份，保障所有人的个人讯息自主权。

区块链系统减少了对第三方机构的依赖，并能更好的保存这些重要的个人身份讯息，免除任何人为或非人为因素所造成的讯息遗失。

对于无家可归的人而言，在区块链上纪录数字身份能减轻维护身分证的负担，透过区块链不可篡改且去中心化的特性，用户能够简化再次验证的时间。这些受到保护的数字身份讯息，能帮助他们获得更多的服务与帮助。

许多难民因为各种因素导致身份资讯无法查证，导致无法获得身份认同与协助。纪录于区块链上的数字身份能够确保他们的个人身份讯息永存，并且任何需要的时候进行身份验证。

透过区块链系统建构的数字身份也能让更多的选民参与投票。区块链系统能创建电子投票系统，并允许身份审核的同时保持个人投票的隐私性，并防止投票纪录遭到窜改。这表示人们可以轻松透过手机进行投票，增加了选民的参与率与投票率。

For homeless people, recording digital identities on the blockchain can reduce the burden of maintaining ID cards. The blockchain is immutable and decentralized. With this feature, users can simplify the time for re-verification. This protected digital identity information can help them obtain more services and help.

Due to various factors, the identity information of many refugees cannot be verified, resulting in the inability to obtain identity recognition and assistance. Digital identities recorded on the blockchain ensure that their personal identity remains permanent and can be verified whenever needed.

Digital identities constructed through the blockchain system can also allow more voters to participate in voting. Blockchain systems can create electronic voting systems and allow identity verification while maintaining the privacy of individual votes and preventing voting records from being tampered with. This means that people can easily vote through their mobile phones, increasing voter participation and turnout.
